History

1. Establishment of National Property Bureau

    The National Property Bureau was established on December 12, 1960 by “Organization Regulations of National Property Bureau” which was approved by Executive Yuan Order Tai-49-Tsai-Tze 6586 dated November 24, 1960. According to the Regulations, our bureau set up 4 sections, 3 offices and sub-sections to handle business. Moreover, in order to meet the business requirement, several task forces were subsequently established such as Evaluation Committee, Security Disposal Committee, National Property Act Study Group and Southern Song-Shan Airport Disposal Committee. The staff number specified in organization regulations was 133.

2. Promulgation of Organization Act for National Property Bureau

“Organization Act of National Property Bureau”was promulgated on August 26, 1961. According to the Act, the National Property Bureau was consisted of  4 sections and 3 offices. The number of employees specified in the Act was 89. Businesses of each unit were divided into as follows: First, second, third section took charge of checkup, disposal and management of the national property seperately. Fourth section took charge of documents file management, general affairs. Technique office took charge of surveying affairs. Personnel office and Accounting and Statistics office took charge of personnel administration and accounting affairs. Based on business requirement, Assessment Committee of National Property was established to take charge of appraisal affairs of national property by means of approved task force.

3. Organization Act amended for the first time

    To meet social change and business change of national property management, Organization Act of National Property Bureau amended in 1984 and promulgated on April 30, 1984 by President order. The organization structure of the Bureau was changed as follows: The first, second, third section were changed into 1st, 2nd, 3rd division to manage checkup, disposal, management affairs of national property; under the division, seven sections were established to handle business. The fourth section, managed documents and general affairs, was altered to Secretariat to manage documents, general affairs, tellership, verifying documents, research development and evaluation. The technique office was abolished. The Accounting and Stastistics office office was altered into the Accounting office; the personnel office remained unchanged. The staff quota was adjusted from 89 to 98.

4. Information management group established

    Because of the complicated business, computerization was needed needed to provide integral information for making decision and executing business. Due to the lack of the information organization specified in the Organization Act  the amount of time taken by the law amendment, the Information Management Group was established to propel computerized business by the way of task force which was approved by the Executive Yuan with Letter Tai-78-Tsai-Tze 2278 dated September 5, 1989. In the beginning, Deputy Director-General served as head of the Group concurrently, afterwards, the first division director served as head of the Group concurrently. Moreover, 8 people employed by authorization served as crew and part of incumbents were part-time crew .

5. Establishment of Kinmen Office

    During the period of June, 1993, the Executive Yuan, with order Tai-82-Tsai-Tze 21251, specified Kinmen County and Lianjiang County of Fukien Province as effective area of National Property Act starting from July 1, 1993. The bureau needed to set up a permanent organization to handle the business of management, utilization, revenue and disposition of national property located in Kinma area according to relevant regulations of national property. Therefore, Kinmen Office, as a task force, was established at Kincheng Town in Kinmen County after approving by special case by the Executive Yuan on July 15, 1994 .

6. The second Amendment of Organic Act

    After the amendment of organic act in 1984, this Administration, based on new organization structure, started overall checkup operation of national property. Because of this operation, not only many unregistered lands were found, but also many illegal occupation of national lands were found too. Therefore, many occupants applied for renting, buying land so that business activities of this Administration and each region office increased greatly. Afterwards, in order to meet the given policy, which utilized national resources properly and promoted economic development, business activities were expanded increasingly so that existing organization structure and employee manpower could not afford business requirement. In view of the problems mentioned above, this Administration started the 2nd time amendment of organic act, after spending one more year to study and finish amendment in 1991, and then submitted to the Executive Yuan and the Legislative Yuan for deliberation. Four more years later, the third reading of the amendment passed by the legislative Yuan in March, 1997 and the president promulgated the amendment for enforcement on April 16, 1997. The key points of the amendment were as follows: Three business divisions remained unchanged, but their names were changed into “Receiving and Custody Division”, “Management Division”, “Development Division”. To add and set up “Legal Affairs Office” and “Information Management Office” to manage legal affairs of national property and information business of decision support. Seven sections of second class were expanded into fourteen sections. According to the stipulation of “Act for founding Civil Service Ethics Organization and Personnels” to set up “Civil Service Ethics Office”; Secretariat Office, Personnel Office and Accounting Office remained unchanged. Newly added jobs were as follows: Improvement and Utilization items of national property. Information business items of national property. Inspection and overall allocation items of national property. Organization employees were expanded from 98 people to 127~148 people.

 7. The management of the original public servant residences and the welfare committee dormitory shall be subsumed into the transactions of the National Property Administration

To comply with the organizational adjustment of the Executive Yuan, the management of the original public servant residences and the welfare committee dormitory has been subsumed into the transactions of National Property Administration since February 6, 2012, the date of establishment of Directorate-General of Personnel Administration, Executive Yuan; a mission-oriented temporary dormitory management unit was established.

8. Establishment of National Property Department, Ministry of Finance for the purpose of organizational adjustment

The Organic Act for National Property Agency, Ministry of Finance has been promulgated by the Presidential Decree Hua-Zong-Yi-Yi-Zi No. 10100022761 on February 3, 2012, and becomes effective from January 1, 2013. In addition, partial transactions and personnel of Urban and Rural Development Branch, Construction and Planning Agency, Ministry of the Interior shall be transferred on the date of implementation.

9. Opening Miaoli Office and Changing the Competent Authority of Taitung Office from Northern Region Branch to Southern Region Branch

In addition to the 16 sections in four divisions and six offices at headquarters, we have three regional branches, including the northern, central and southern regions, and 14 offices (local units). According to the amended organizational act, we established the Miaoli on January 8, 2015 and increased the number of local units of the Miaoli office to 15. In consideration of organizational and business styles, geographical location, and management performance, we transferred the Competent Authority of the Taitung Office from the Northern Region Branch to the Southern Region Branch based on the approval of the Executive Yuan in Letter Yuan-Sho-Ren-Zhu-Zi No. 1060053037 on August 3, 2017. The change took effect on January 1, 2018.
