The branches (offices) of the National Property Administration shall actively carry out the measures for reducing the rent of national non-public real estate (including royalties and the land rent of establishment of superficies), whether the legal user has made an application or not. The measures are set out in detail as follows:

I. Lease

(I) Leases the rent reduction is applicable to: All kinds of leases granted by the National Property Administration (including leases by tender, leases granted to specific persons or organizations, leasing, leases granted in accordance with other special laws, and leases taken over from other agencies).

(II) Lessees qualifying for the rent reduction: Lessees whose rents are not collected at the rent rate approved specially by the Executive Yuan or the statutory taxes and fees (such as land value tax, etc.) clearly stipulated by laws (orders).

(III) Rent reduction period: Rent payable for January 2021 ~ December 2022.

(IV) The percentage of rent reduction: 20%.

II. Consigned Operation

(I) Consigned operation contracts the royalty reduction is applicable to: All consigned operation contracts given by the National Property Administration.

(II) Consigned operation contractors qualifying for the royalty reduction: All the consigned operation contractors

(III) Royalty reduction period: The royalty payable for January 2021 ~ December 2022.

(IV) The percentage of royalty reduction: 20%.

III. Establishment of superficies

(I) The land rent of establishment of superficies reduction is applicable to: National non-public use land superficies contracts.

(II) Superficiaries qualifying for the land rent of establishment of superficies reduction: Superficiaries of national non-public use land.

(III) The land rent of establishment of superficies reduction period: The land rent payable for January 2021 ~ December 2022.

(IV) The percentage of land rent of establishment of superficies reduction: 20%.
