State the proposed national non-public use land description (i.e., county, city, township, urban area, land section, area number, etc.), contact the local branch of the National Property Administration, and submit the application. After review and approval, both parties shall sign a contract. According to the contract, the applicant can only plant flowers and trees on the national land or clean up and maintain the environment, without constructing buildings, fencing, or providing the land for certain people to use.
