Application conditions
1. The land in question is inaccessible by road, or there is road access but it is not suitable, does not meet the basic requirement of the building, or the access is difficult, so it cannot be used for normal purposes.
2. The reason that the land in question is difficult to access is not due to the transfer or division of a part of the land that makes it unsuitable to be used for normal purposes.
