At its 3,931st meeting on December 19, 2024, the Executive Yuan reviewed the Ministry of Economic Affairs’ report on the “Implementation Effectiveness of the Water Supply Improvement Plan for Areas Without Tap Water.” The meeting concluded that the construction of tap water systems is a fundamental infrastructure project essential to fulfilling the President’s vision of balanced development across Taiwan. To address the issue of areas without tap water, close cooperation between central and local governments is necessary. If national land is required for these projects, the Ministry of Finance has been instructed to actively provide assistance.
To support local governments in expanding tap water infrastructure, the National Property Administration (NPA) has, over the past five years, allocated 44 parcels of national land, covering a total area of 2.86 hectares, for water supply improvement projects. For instance, the NPA assisted the Shiding District Office in New Taipei City in allocating national land to address the long-standing reliance on mountain spring water in areas without tap water. Similarly, the NPA facilitated the allocation of national land to the Nansi District Office in Tainan City and the Beinan Township Office in Taitung County, for the construction of water booster stations and distribution reservoirs, expediting pipeline extension projects to resolve water supply issues in mountainous and remote areas. Additionally, the NPA supported the Kinmen County Waterworks in acquiring national land in Jinhu Township’s Taiwu section for the construction of the Taiwu Distribution Reservoir.
Beyond assisting local governments and township offices in appropriation of national land for tap water infrastructure, the NPA has also worked with Taiwan Water Corporation over the past five years to support the installation of water pressure stations, pipeline extension projects, and related infrastructure. This effort includes the sale or lease of 87 parcels of national land, covering 12.71 hectares, in accordance with the National Property Act, as well as the provision of 186 parcels, covering 2.48 hectares, for the installation of underground water pipelines, under the Water Supply Act. For example, to ensure a stable water supply for the Southern Taiwan Science Park in Tainan, the NPA allocated national land in the region for Taiwan Water Corporation to develop water pipeline infrastructure.
As the water supply enterprise is a vital public utility that significantly impacts both livelihood and industrial development, the NPA will continue to assist government agencies and water supply enterprises in securing national land to improve water access in areas without tap water. These efforts aim to create a clean, safe, and stable water supply environment.
