NPA Promotes Off-Street Parking Lots on National Land to Alleviate Urban Parking Demand

  To enhance the utilization efficiency of national land during the interim period before development, and to revitalize small, idle plots of land in urban areas, the National Property Administration (NPA) has selected suitable national land without disposition or utilization plans. In accordance with relevant regulations, the NPA has commissioned government agencies, or selected qualified private sector companies through public tenders, to establish temporary fee-charging, ground-level, off-street parking lots. As of July 2024, the NPA has provided 201 national land parcels, covering a total area of 41.52 hectares, for ground-level, fee-charging parking lots. This initiative has resulted in a win-win situation by revitalizing national land, improving urban landscapes, and making parking more convenient for the public.

  The NPA stated that it has established standard operating procedures for setting up parking lots, and regularly updates these procedures to meet practical needs. Most recently, on May 9, 2024, the relevant regulations were amended. There are two methods for the NPA’s branches to manage ground-level off-street parking lots. One is for the branches to commission local government agencies to plan the parking lots. The government agencies are responsible for publicly selecting private companies to invest in and operate the parking lots, with revenue shared between the two parties. To address urgent local parking demands, the regulations were also amended to allow public access and fee collection during the interim period before public tenders are finalized. The second method involves the NPA branches directly conducting public tenders to collaborate with private companies who have professional capabilities to develop and operate parking lots. Based on individual cases, the contract terms may be extended for a total duration of up to six years, thereby simplifying administrative processes by avoiding the need for re-tendering if no long-term development plan is in place when the contract expires.

  The NPA further noted that the fee-based, ground-level off-street parking lots are established under a free-market competitive mechanism, with parking rights fees or rent collected from operators. This approach facilitates the introduction of private sector investment, management, and operational expertise, increasing the supply of urban parking spaces, and helping to alleviate the shortage of parking in cities.
