To support the government's renewable energy development policy to improve the security and stability of energy supply and achieve the goal of non-nuclear homes in 2025, the National Property Administration has actively provided national non-public use land for relevant agencies or companies to plan and install ground-mounted photovoltaic equipment in various ways such as outsourcing, in cooperation with the authority in charge of the business for improvement and utilization and lease by tender, according to the relevant provisions of the National Property Act.
In order to continue to implement the government's solar PV policy, the National Property Administration has announced five batches of land for lease by tender including 15 pieces of non-urban land and leased 12 of them by tender with a total area of 16.58 hectares, including one in Taoyuan City, two in Miaoli County, two in Taichung City, three in Chiayi County, two in Tainan City, and two in Kaohsiung City, in just one year since the Administration established the Operating Regulations on Lease of National Non-public Use Land by Tender for Installation of Solar PV Equipment (hereinafter referred to as "lease by tender for solar PV ") in 2019. The capacity installed by the successful bidder would be 20,844.835 kWp in total. The performance is excellent.
The National Property Administration indicates that, under the premise that the national non-public use land is not for conservation or public use, it has selected the marginal non-urban land with low intensity of use (such as the land used for agriculture, animal husbandry, irrigation, salt making) or the land used for the business with special purpose for lease by tender for the installation of solar PV equipment, to support the government's policies and adhere to the principle of maximizing the land usage value. Due to the increasing difficulty in finding suitable non-urban land for lease by tender for the installation of solar PV equipment, it is necessary to select lease targets on land outside non-urban area that meet the requirement of practical operations. The National Property Administration recently invited the Bureau of Energy, Ministry of Economic Affairs and other relevant agencies to discuss and study amendments to the content of the current bidding documents in mid-August 2020, in the hope of adding the agricultural area in urban planning district and the national land in the protected area to the scope of land for lease by tender for the installation of solar PV equipment, and setting up the operation mechanism to allow to allow the lessee to evaluate the non-urban land according to the situation of the case to apply for permission to use the land for the installation of solar PV equipment and to change the use zoning or use the land as needed. After the issuance of the public letter related to the amendment to the bidding documents, it will be helpful for increasing operational flexibility in selecting land for lease by tender for the installation of solar PV equipment and improving the operational efficiency.
The National Property Administration expects to issue another announcement about the lease of land by tender for the installation of solar PV equipment at the end of 2020. The relevant bidding information will be disclosed under the "Tender Information" on the website of each of the Region Branches. All the photovoltaic companies are warmly welcome to make a bid.
