A2:     When the national competent authority of the target business determines that the establishment of the right of superficies of national land is required for specific contracts after considering the administration needs, operations, and public interest, after completing the necessity audit, reporting to the Ministry of Finance, and obtaining an approval, the NPA may proceed with the establishment of the right of superficies.
