Q1: Does the government continue to grant national land?

A1:

        In order to guarantee the rights and interests of the lessees who have leased public land since the time before September 24, 1976 but were not granted the land in time, the Executive Yuan approved the “Principles for the Management and Handling of Public Land” in 1994 and conditionally resumed the granting of public use land. According to Principle 8, "Public use land shall not be granted in principle, but the slopeland suitable for agriculture or animal husbandry in the non-urbanized areas and public arable land in the proper range outside the urban planning area of which the lease has existed since the time before 1976 can be sold at announced land current value according to regulations depending on actual situation under the principle of not affecting water conservation, homeland security, environmental protection, and public construction." Then, the Executive Yuan promulgated regulations such as the Implementation Regulations Governing the Granting of National Arable Land as the basis for implementation. However, after considering land conservation, rehabilitation, and sustainable development, the Executive Yuan has successively approved the suspension of the granting of slopeland, public flat arable land, and national aquaculture use land since 1991. Therefore, the granting of public use land is now completely stopped.
