        Article 73 of the National Property Act stipulates that the person reporting national property failed to take over or concealed by others shall be bestowed premiums. The unregistered land or the land that has be numbered by land office, but not belong to any owner. According to Paragraph 2 of Article 69 of the Enforcement Rules of the Act, "If foregoing property belongs to unregistered land, reporter can not obtain premiums. " Therefore, it does not meet the requirements of bestowing premiums.
