I. The lessee of the national site shall not build a new construction or extension, reconstruct or repair a house, set up miscellaneous work items or other facilities on the site without authorization. If the lessee needs any construction, he/she shall apply to the leasing agency for the issuance of a land use right agreement according to the provisions of the leasing agency, and then obtain a construction license or miscellaneous license before proceeding with construction.

II. The lessee of a site applying for the issuance of the land use right agreement, unless otherwise specified, shall lease the site of which the total area is less than 300 square meters, agree to build the construction separately in the original lease area, and add one floor (the maximum size) of any original floor by building a new construction or extension, or reconstructing or repairing the house. The lessee of the leased land of which the total area is larger than 300 square meters shall be allowed to repair the house only.
