A:    

1.    Application for development (consigned operations) PV business shall apply for development to an NPA regional branch with jurisdiction over the land in the application according to the “Directions for Handling Application for Development of National Non-Public Use Land.” With the approval for development and planning or erection by the competent authorities, the PV business shall apply for consigned operations of the approved range of national non-public use land with the regional branch according to the “Implementation Directions for Consigned Operations Business of National Non-Public Use Property” (hereinafter referred to as “Directions for Consigned Operations”).

2.    Consigned improvement and utilization With respect to subparagraph 3, Paragraph 2, Article 47 of the National Property Act, and the “Implementation Principles for Handling Improvement of National Non-Public Use Property by National Property Administration of the Ministry of Finance in Collaboration with Competent Authorities,” the NPA will provide competent authorities with national non-public use land for consigned improvement through open tendering, in order to lease such land for PV business to erect PV systems.

3.    Lease by Tender for PA Systems  After voluntarily selecting appropriate national land, the NPA will lease national non-public use land for erecting PA systems according to Article 8-1 of the Regulations Governing the Rental Management of National Non-public Use Real Estate and the Regulations Governing the Lease by Tender of National Non-Public Use Land for Building PA Facilities of the Ministry of Finance.
