A:    The documentary recognition scheme according to Subparagraph 1, Paragraph 1, Point 5 of the Directions for Operations Outsourcing of Non-Public-Use National Property applies to non-franchised types of business required by administration, operations, and public interest as determined by the competent authority of the target business. As the erection of renewable energy generation facilities is a franchised business, Subparagraph 2, Paragraph 1, Point 5 of the Directions for Operations Outsourcing of National Non-Public Use Land will apply to the operations outsourcing of non-public-use national land with a royalty.
