When social, cultural, educational, charity, and relief organizations that have been established as foundations according to law need to use national non-public use real estate to start public welfare, charity, or relief enterprises, they shall prepare an enterprise plan, specify their source of funds, and report to the competent authority for verification (including the appropriateness of the area and location of the real estate required), and then submit an official letter to the Ministry of Finance reporting to the Executive Yuan for approval for sale.
