People applying for land development may apply to the branch of the National Property Administration for the provision of the national land under its jurisdiction within the scope of development according to the "Rules of National Non-public Use Land Provided for Development Project." After reviewing the application and determining that it complies with the regulations, the branch will issue the consent form for providing national non-public use land for development after the applicant pays off the security deposit and the charge for use (the applicant with no occupation of national land does not need to pay) and signs the commitment letter. Next, the applicant shall submit the consent form together with the development plan document to the competent authority in charge of the business concerned to apply for a development permit, and shall submit an application to the executive agency to obtain the use right of the land within three months from the day after the date of the permit for development, preparation, or establishment is obtained. Application not submitted within the time limit will be rejected. In addition, the executive agency shall process the application for obtaining the use right of land according to the principles for processing national non-public use land within the scope of permitted development prescribed by the Ministry of Finance.
