It is the government’s open policy to not allow civil servants to further their studies in China. If there are staff who intend to further their studies there, they must declare candidly. They should avoid including official information in reports or theses to safeguard official confidential information and safety of agencies.  
To safeguard official confidential information, real-time communication software should not be installed in telecommunication equipment in agencies. Confidential and sensitive information should be avoided when using personal communication devices of civil servants.
