1.Regarding the new system of fishery and electricity symbiosis for the multiple use of lessees and PV business developed by the National Property Administration (that is, the two contractual relationships between leasing and consigned operations coexist on the same piece of national land, hereinafter referred to as the new system of multiple use for fishery and electricity symbiosis), does it have to be in the fishery and electricity symbiosis designated zone to be applicable?
  1. The current promotion of the new system of multiple use for fishery and electricity symbiosis by the National Property Administration is based on the priority promotion of national non-public use land in the fishery and electricity symbiosis designated zone. In accordance with the Letter Nong-Sho-Yu-Zi No. 1110223189 of the Ministry of Agriculture, Executive Yuan (hereinafter referred to as the Council of Agriculture) dated June 1, 2022, according to Article 29 of the Regulations for Examining the Application of Structuring Farming Facilities on Agricultural Land (hereinafter referred to as the Regulations of Structuring Farming Facilities), it is proposed to apply for aquaculture operations combined with non-affiliated ground-based green energy facilities (ground-based fishery and electricity symbiosis), except for those located in areas specified in Article 30 of the Regulations of Structured Farming Facilities. It is limited to those who are combined with agricultural operations, and meet one of the conditions stipulated in Paragraph 1, Article 29, of the Regulations of Structured Farming Facilities.
  2. As for whether the location of national non-public use land is prescribed in Paragraph 1, Article 29 of the Regulations of Structured Farming Facilities, which stipulates that the location range of ground-based green energy facilities that are not attached to agricultural facilities can be set up, can go to the Agricultural Green Energy Development Information website of the Ministry of Agriculture (https://age.triwra.org.tw)/Information Disclosure: Green Fishery Range List and "Cogeneration Project" for inquiry, or contact the Ministry of Agriculture directly.
