1. According to the explanation made by the Energy Administration, Ministry of Economic Affairs (hereinafter referred to as the EA) in the briefing on the promotion of the new system of multiple use for fishery and electricity symbiosis in the Ministry of Finance on April 8, 2022, in the cases of fishery and electricity symbiosis, in accordance with Article 3 of the Regulations on Registration of Electricity Industry, the farmer’s consent authentication should be provided when applying for the permit for the build application of the electricity enterprise. Since the EA has not formulated the format of the “farmer’s consent authentication” (note), when a PVbusiness adopts the new system of multiple use for fishery and electricity symbiosis, the format of the lessee’s consent form formulated by the National Property Administration may be used. And, in accordance with the Letter Nong-Yu-Zi No. 1100257383 of the Ministry of Agriculture, Executive Yuan, dated January 20, 2022, the PV business for the multiple use for fishery and electricity symbiosis should attach, in addition to the land use consent document issued by the land owner in accordance with the provisions of Article 4 of the Regulations for Examining the Application of Structured Farming Facilities on Agricultural Land, consent documents from the fishermen (lessees) to the PV business to set up ground-based green energy facilities, to ensure the operation and production of aquaculture and fisheries are as the premise, and can be combined with green energy for common development.
2. When a PV business applies for three operations: the permit for the build application of the electricity enterprise, consigned operation, and green energy allowable use, under the new system of multiple use for fishery and electricity symbiosis, they must attach the lessee’s consent document (the National Property Administration has formulated the form). Applying for the permit for the build application of the electricity enterprise is the first stage of the operation to issue the lessee's consent document.
3. In addition, the lessee must seek the consent of the branches and offices of the National Property Administration before the NPA issues the letter of intent for National Non-public Use Land Provided for Applying for Development to PV Business, and after the branches and offices of the National Property Administration have approved the Consent for Applying for Development from PV Business.

(Note: According to Appendix 2 of the Fishery and Electricity Symbiosis Application Procedure Manual issued by the Bureau of Energy in March 2023, a format for the fish farming consent document, the "Fish Farmer Cooperation Consent Form," has been established.) The Bureau of Energy has been renamed the Energy Administration, Ministry of Economic Affairs.
