8. If there are multiple lessees for one parcel of national land, can the PV business obtain the consent of a majority of the lessees rather than the consent of all of them, and apply for the fishery and electricity symbiosis in accordance with the new system of multiple use for fishery and electricity symbiosis?

For national non-public use land jointly owned by multiple lessees (i.e., more than two lessees in one lease agreement), or for a parcel of land with multiple individual lessees (i.e., multiple lease agreements for one parcel of land). Each lessee has his or her own rights and obligations with respect to the leased land. No majority rule (such as Article 34-1 of the Land Act) shall apply. Therefore, the PV business must obtain the consent document of each lessee (lessee’s consent to renounce the lease, or consent for the multiple use for fishery and electricity production symbiosis).
