In accordance with the provisions of Subparagraph 2, Paragraph 1, Article 5 of the Implementation Directions for Consigned Operation Business of National Non-public Use Property (hereinafter referred to as the Directions for Consigned Operation Business), those who are approved for development, preparation, or establishment by the responsible authority of the designated business may be consigned operation by the consigned authority to the party approved by the responsible authority of the designated business to operate the national non-public use land, within the scope of the approved license. The contractual royalties and operating royalties for its consigned operation are calculated based on the area of the consigned national land within the scope of the approved license.
2. In addition, the rent of national land leased for aqua (cultural) is the consideration of the lessee, based on the lease of national land for aqua-cultural purposes. The consigned operation royalty is the consideration of PV business, based on the right to set up solar PV facilities on national land. The use patterns of the two are different, and the parties for which the consideration is collected are also not the same. As for the consigned operation royalties in the fishery and electricity symbiosis case, the basis for the collection is the same as in other consigned operation cases.
