Central Region Office of the National Property Administration
The Central Region Office, National Property Administration was established on December 13, 1960, at No. 75, Chunghua Road Sec. 1, Taichung City. The office premises have moved several times since then:
-
In 1964, it relocated to No. 397, Fusing Road Sec. 3, Taichung City.
-
In 1967, it moved to No. 8, Ziyou Road, Taichung City.
-
By 1970, it had relocated to No. 103, Ziyou Road Sec. 1, Taichung City.
-
On June 28, 1999, to align with government streamlining policies and to accommodate personnel transferred from the former Taiwan Provincial Government, the original office space became insufficient. Consequently, all sections except the Survey Section were moved to the 8th and 9th floors of No. 150, Ziyou Road Sec. 1, Taichung City. Later, to implement the Central Region Office's "single window" service plan, additional space on the 1st and 5th floors of the same building was secured from the Executive Yuan's Local News Department, providing a more spacious work environment and enhancing service quality for the public.
The Central Region Office's jurisdiction originally covered seven cities and counties: Taichung City, Hsinchu City, Hsinchu County, Miaoli County, Changhua County, Nantou County, and Yunlin County. At its inception, administrative offices were set up in each county except Taichung City. However, by August 1966, all but the Hsinchu and Yunlin offices were abolished.
Organizational Reforms and Expansion
In 1997, the amendments to the National Property Administration Organic Act and the organizational regulations for regional offices were promulgated and enforced. According to these new regulations, the Central Region Office was structured with:
-
Five sections to manage national property affairs: the Receiving and Custody Section, Survey Section, Disposal Section, Management Section, and Improvement and Utilization Section. These were responsible for the take-over, inventory, disposal, management, and development and utilization of national properties, respectively.
-
Five offices for administrative support: the Information Office, Secretariat, Accounting Office, Personnel Office, and Civil Service Ethics Office. These oversaw the computerization, general affairs, accounting, human resources, and civil service ethics of national property operations, respectively.
Additionally, the existing Hsinchu and Yunlin administrative offices were expanded and renamed as sub-offices. A new sub-office was also established in Nantou County. Later, on January 13, 2001, a Changhua Sub-office was established in Changhua County.
Relocation for Improved Service and Further Reorganization
Due to the Central Region Office's growing need for more space and to provide a more comfortable environment for the public and an improved workspace for staff, the office relocated on September 26, 2007. It moved to the 3rd and 4th floors of an office building constructed by the National Taxation Bureau of the Central Area, Ministry of Finance, located at No. 168, Minsheng Road, Taichung City. Here, it co-located with the National Taxation Bureau and its associated Minquan Collection Office.
Subsequently, in line with government organizational reforms, the agency was renamed the "Central Regional Branch, National Property Administration, Ministry of Finance" starting January 1, 2013. Under the detailed regulations for this branch, it now includes:
-
Six sections responsible for national property affairs: Receiving Section、Survey and Appraisal Section、Disposal Section、Leasing Section、Management Section、Development Section ,These handle the take-over, inventory, disposal, management, and development and utilization of national properties.
-
Four offices for administrative support: Accounting and Statistics Office、Personnel Office、Civil Service Ethics Office、Secretariat, These oversee general affairs, accounting, human resources, and civil service ethics for national property operations.
The four original sub-offices were reorganized and renamed as the Hsinchu Office, Yunlin Office, Nantou Office, and Changhua Office. Furthermore, a Miaoli Office was added on January 8, 2015.
