In coordination with the green energy policy of the central government, the National Property Administration leases 6 pieces of National Non-Urban Lands for the establishment of solar PV facilities by lease by tender

    In line with the renewable energy development policy of the government and the demand of the photovoltaic companies for land, the National Property Administration has announced the release of 6 pieces of land located in Jian Township in Hualien County, Fenglin Township in Hualien County, Dongshi District in Taichung City, Zhunan Township in Miaoli County, Alian District in Kaohsiung City, and Dalin Township in Chiayi County. The location and site conditions of these pieces, which cover a total area of 10.06 hectares, are excellent. Lease by tender of these parcels was announced today (the 21st) as per public notice by the Northern, Central, and Southern Region Branches. The tender opening is scheduled for May 20, 2021. Relevant information is disclosed under the “Tender Invitation Information” on the websites of the Northern, Central, and Southern Region Branches. The two pieces of National Land located in Hualien County are the first lands released by the said branch in this area for lease by tender by the PV industry. In terms of land-use zoning and type, these lands are categorized as Arable & Pasture Land in industrial zones and general agricultural zones. The photovoltaic companies are warmly welcome to make a bid for these parcels.

    The National Property Administration states that National Non-Public Use Land is provided for use in coordination with government policies provided that ecological conservation is unaffected and public use conditions do not exist. In recent years, the Administration has taken the initiative in making suitable parcels of National Land available for PV installations pursuant to relevant provisions of the National Property Act in line with the promotion of PV policies by the government by relying on diverse methods such as application for development (consigned operation), joint improvement and utilization, and lease by tender. As of mid-April 2021, contracts have been signed for 11 lease-by-tender cases covering a total area of around 16 hectares with a projected power generation capacity of 20.88 MW; a total of 486 hectares of National Land have been released for 22 cases (incl. 9 consigned operations and 2 joint land improvement cases).

    With a view to meeting the installed PV capacity target of 20GW in 2025 set by the central government, the National Property Administration will join hands with central ministries, councils, and commissions in the continued implementation of National Land for lease by tender as per public notice in line with green energy policy planning of the central government. The goal lies in the gradual realization of the policy vision of the transformation of the national energy sector coupled with the promotion of energy diversity, environmental sustainability, and economic development.
